IsClientCodePageCompatibleWithCQDataCodePage

Description

Returns whether or not user database updates are allowed. Updates to the database are allowed even if the local character set is incompatible (Rational® ClearQuest® only allows compatible characters to be stored in the database, and returns an exception if characters that are not in the Rational ClearQuest data code page are attempted to be stored in the database).
